The NPC Act states that Nigerians and foreigners born before 1992 will obtain the Attestation of a Birth Certificate from the NPC, while Birth Certificate will be issued to any person born in Nigeria after 1992. The attestation of a birth certificate has the same legal effect as the birth certificate.

How to Obtain Attestation of NPC Birth Certificate
To initiate the process, you must begin by visiting the NPC office. There, you can obtain the appropriate data form required for either the attestation of the certificate of birth or the birth certificate. It’s important to note that this applies specifically to individuals born from the year 1992 onward.
In case you are submitting the application on behalf of another person, you will need to acquire a proxy form. This form enables a designated individual to apply for the requested document on behalf of the actual applicant. The data form will be accompanied by the following documents:
- An affidavit sworn to at the High Court of the state by the applicant.
- A copy of valid means of identification in the case of a proxy, either a national passport or national identity number.
- Passport photograph of the applicant, if in the case of proxy then passport photograph of the proxy
If you are older than 18, you will receive an attestation letter. The attestation letter is a written document provided as a backup to the legally required age Declaration Affidavit. This also attracts a fee of 10,000 Naira only.
The listed documents are then submitted to the NPC for verification and processing.
